Is this a video card problem?

This is the first time I've seen this, it's strange.

I have only played Leage of Legends and I notice slightly blurry text, and Window Live messenger, the log in and the friends list both do it. LOL isn't as bad as WLM.

Specs:

AMD P2 940 BE @ Stock
8GB Kingston HyperX 1066
ATI Radeon 6870 @ Stock
Corsair P60 SSD



I don't over clock or anything, video card is at 50C



I tried googling it but... I can't get a good search going cause well.. how would I explain it?

The answer is Morphalogical Filtering... turned it off, the problem went away...

I didn't know Windows Live programs used AA...

Everything hardware-accelerated is affected.

If I owned a 6xxx card, I'd do like another guy on this forum and make [alt+m = MLAA on] [alt + n = MLAA off] hotkeys in Catalyst

well at first I didn't think it was that, when I disabled it it didn't go away. it wasn't till after I restarted did it actually take effect on the system.
