Is this a motherboard problem or CPU problem?

Trying to trade a cpu for another cpu and I had no way to test it. It's a Socket T 3.4 P4. I sent it off and the guy put it in a motherboard his friend had laying around. He said it posts, but won't let him go into the bios. It just goes to where the cursor is flashing in the upper left corner. My question is, if it will post Does that mean the CPU is ok? I know that's not much information but can anyone tell me anything.
 
I wouldn't touch it simply because there is no way to accurately test it. I also question why the person wants to trade it off.

If it was me I wouldn't touch it with a ten foot pole.
 
The blinking cursor in the upper left corner is most likely video driver related. Tell him to try booting to safe mode (f8). If nothing, turn it off , then on while holding down the insert key. If nothing, then boot to a dos bootdisk, so it'll be using VGA (non 3d card drivers). He can check further from there.
