I'm looking for a decent tv/video card for my "backup machine" is this a decent card (if so how is the price) this site

I have a nice (loud and overclocked) machine, this machine is just for me to use when I cant stand the noise of my tornados.
 
I have been looking at the same card. Are you planning on doing any video capturing with it? If you do, I'd like to know how easy it is to capture and encode MPG4. I see here that the card supports it. Let me know how it looks in terms of picture quality.
