I'm looking at http://ark.intel.com/products/75123 and it says: Memory Types DDR3-1333/1600. Does this mean that faster memory will just be clocked down to 1600mhz making it irrelevant?

Is faster memory only useful for overclocking or does it provide some benefit at stock? Is there any performance gain using 2400mhz memory with a i7-4770k?

It means that you have to overclock your on CPU memory controller to use higher speed ram.

it's okay, I'm running at 1866MHz on my gskill and I'm using only a i3 3240 on p8p67, as long as you use a motherboard can overclock cpu you should be able to control the memory speed, that means you have to use z87 on 4770k.

If you have programs that use the RAM a lot, you will get better performance form them.

Large image files, some games (BF2, 3, and 4) and some other games, large documents, etc.

Faster RAM will generally end up giving you a smoother feel to the whole system as well.
