Is there a program for changing ram voltage?

try using dividers, you can adjust your ram voltage in your bios on most motherboards
 
MemSet changes timings. About voltage, I don't know of any aftermarket programs that do so, but there may be one from your motherboard manufacturer. I use ASUS AIBooster on my mobo and it lets me change my RAM and CPU voltage. Along with ClockGen and MemSet I can change pretty much any setting related to overclocking through Windows.
