Is the IDE/ATA Controller Broken?

My dads PC has a problem with both his DVD drives. The drives have power, light up and are detected in the BIOS and Windows 7. When placing a disc into both drives, Windows asks me to insert a disc even though there is one inside. I have tried all kinds of discs without success. I even tried booting his Windows 7 disc from POST but it sits there saying CD/DVD rom.... for a minute, then starts to load Windows.

The PC has a SATA hard drive, a floppy drive and two different branded DVD drives connected to the only IDE controller on the Gigabyte GA-MA770T-UD3P motherboard. The green end of the ribbon cable goes into the green socket on the motherboard. The middle of the ribbon cable (marked SLAVE) goes into one of the DVD drives (with it's jumper set to SLAVE). The top of the ribbon cable (marked MASTER) goes into the other DVD drive (with it's jumper set to MASTER).

I have tried all kinds of things to fix this including:

- Replacing ribbon cable
- Booting from Windows disc (without success)
- Uninstalling both DVD drives and all ATA/IDE controllers
- Re-lettering both DVD drives
- Looking for the upper and lower filters inside the registry (4D36E965-E325 -11CE-BFC1-08002BE10318) I do not have these enteries though so cannot delete them
- Resetting BIOS to default
- Updating motherboard BIOS and drivers
- Installing NERO Burning ROM 10.5 (incase it has something that could help)
- Ran chkdsk /f

Any ideas? One of the drives was working fine last month, while the other came from another PC which was recently disassembled.
 
I would disconnect the recently added drive and see if the original drive now works.
 
I don't have a 3rd DVD drive and the original drive stopped working last month. After unsuccessfully failing to get either drive working, I put the PC back together and booted Windows 7. I installed a few things and rebooted, when entering device manager, the sound card had a yellow mark next to it...sound no longer worked. I installed the latest Creative x-fi drivers and rebooted but still no sound. When I next attempted to reboot, I heard no beep from the motherboard and nothing was appearing on the monitor. I now cannot boot the PC....fans spin, but no beep and no signal.

I have tried another video card, unplugging the hard drive, removing both RAM sticks and sound card but nothing. I even pulled out the CPU in hopes I would hear a beep code but nope. Faulty motherboard? :(

From that guide, it seems it's either CPU, Motherboard or PSU. I will talk with my dad suggesting he buys new motherboard and cpu as I cannt narrow this down any further.
