Heres the situation maybe someone can help me out.

My parents have a computer, and its worked fine for about 8 months until a few days ago. I dont know what they were doing but they said it screwed up or something while they were on ebay thus they ctrl-alt-del and when it came back up it doesnt detect ide devices anymore?

it posts, does the memory check then when it 'detects ide devices' and i get low sounding beeps.
its not O/C'd

If you have another comp, you might try the HD in that one, just to see if it recognizes it. A computer I was working on for a friend did something similar, but it turned out that the motherboard was the problem, the IDE interface just failed.
 
...try unplugging the HD, the CD's, and the floppy drive. Clear the CMOS. Go for a boot. Do you got to the "no bootable device....." message? If yes, attach the floppy and try to boot the system. If that works, add one drive subsystem at a time but do not continue without making sure that the "newly added" hardware is properly detected in the BIOS. If it doesn't boot / work....you have more fundamental problems to consider.

My $00.02 - start simple, add hardware one device / bus at a time as you prove its proper operation....
