What kind of plastic/model cement? The stuff for polystyrene used to be more of a solvent than an adhesive - dissolve the plastic and let it harden joined. If it has a strong styrene smell, that's the stuff. I don't know if that's changed in the decades since I did model building.
Most adhesives are insulators. Conductive adhesives are relatively recent and are used to replace solder in electronics manufacturing.
