Is my X800 XT broken?

I've had my XT for a few months now and ever since the first boot the screen displays multi colored bars across the screen right before going into the WINXP login screen. Now I been ignoring it and my games run fine it is however overclocked to XTPE speeds but changing the speed doesn't effect the problem. I've uninstalled,reinstalled,safe mode driver cleaner, everthing I've found in the forums but it still happens. The only time it doesn't happen is when no drivers are installed. I've tried ATI drivers Omega Drivers same thing.
Heres my specs:

Dell 8250
P4 3.06HT 533 FSB
1Gig PC1066 Rdram
Sapphire X800 XT OC'd (520/560)
Soundblaster Audigy 2 Zs
80 Gig 7200rpm Western Digital HD
80 Gig 7200rpm Maxtor HD
40x CDRW Drive
4x DVDR drive
Pc Power and Cooling 420 Watt PSU

I also notice lower 3dmark03-05 scores than most people ~11900 and ~5100 at XT PE speeds!
