I got a Western Digital 750GB 7200 RPM USB 2.0 / IEEE 1394a

its connected to a SIIG 2 port PCIe x1 1394a card(TI chipset), but i'm wondering why it seems so slow, vista reported in the transfer window between 12-15mb/s is this ok, i mean for a large drive such as this and the firewire speed i was expecting at least 30 mb/s, i should be maxing out the bandwidth, shouldn't ?
i also tried usb and its about the same speed range, i have been transferring files over 20GB, so thinking its something with the card, i used my mobo's firewire(also TI chipset) and in XP sp2 the speed is very quick, it took less then half to time to transfer.
but same thing in vista with the built in mobo chip, slow speed, but is there a known issue with vista that i'm unaware of, i was aware of the xp sp2 issue, with the defaulted slower port speed, but is there something similar with vista.
but the speed is also very quick with a via chipset in my shuttle always above 35 mb/s as reported by vista.
so any ideas.
