Is my PSU dead

I'm finishing up a mod (just paint, fans, lights, and an ethcing) for my dad's x-mas present. I'm finally putting everything back together. I was trying to power it up last night but couldn't get it to turn on. It emits this kinda high pitched squeek that slowly dies down after I turn it off. I am trying to use the the pin trick to turn on without a mobo. Everything I read on it says to simply connect the green wire and any of the bhlack ground wires. The pictures that I've seen of this being done show the green wire in a different spot than on my PSU. Could it be color coded wrong? Did I miss a step? Is it dead? I'm scared to hook it up to my mobo and see. Could it fry it if I did? I don't want to give it to my dad and fry his mobo on x-mas morning (it would kinda ruin the present). Any suggestions please. Thanks in advance.

PS: This is NOT how you should stick a paperclip in your PSU connector. This is for what I made out of an old motherboard power header. Yours should look like this:

Thanks for the quick replies. I was thinking I had messed it up when swapping out the fan. It turns out the coloring of the wires is not standard but when doing it by the pins like you said it works. So thank you I was extremely elated to see those fans start spinning. However I now have to resolder the fan in the PSU because the LEDs on that fan do no light up as well as they should. Thanks again for the help.
 
was the old PSU fan temp controlled? If yes, the PSU is lowering the voltage because it has almost no load. You either hatre to solder the fan to one of the 12v headers on the PSU's PCB, turning it into a screaming banshee, or live with it.
 
I was going to say that you could use one of those voltage measurement tools...but seeing that you already got your prob solved.. :)

It goes full blast when it's turned on but instantly drops. So, I'm thinking it is. I've done enough on it right now. Besides if my dad keeps this one where his computer is now he will never see it. Thanks for all the help and suggestions.
