Is my power supply bad?

I have an Enermax 400w PSU (I think). Recently my system has been freezing (just stops, no bsod, no nothing, ctrl+alt+del does nothing). I managed to narrow it down to either my mobo (MSI VIA kt266a), my processor (AMP XP 1800) or my power supply. I was leaning towards the processor, and I figured I could use an upgrade so I got a new mobo (ASUS VIA kt400) and a new processor (AMD XP 2800).

It has been more stable then before, but I have had a freeze once or twice (using the same PAL 8045 with delta fan, CPU never gets above 49C).

According to Asus Probe 2, it seems like my voltages are a bit off. Could this be my problem?

+12v Rail: 12.0v +/- 0.15
+5v Rail: Almost always at 4.85 - 4.9v
+3.3v Rail: Anywhere from 3.15v to 3.85v. It spends most the time above 3.6v and alot of time below 3.25v, rarly ever seems to be in the middle.

Could my power supply be what is causing the problems? I've never had a PSU go bad on me, maybe my luck has run out? heh
 
it prob is not your psu, im guessing its your proc, are you ocing? if you are your oc may be unstable
