Is my Intel Fan Broken?

I just finished building an Intel system, with an core 2 duo e4400, and using the stock Heatsink/Fan.

But I notice (from loooking from the case window) that the Fan will Start....Stop....Start....Stop, is this normal?
 
I went into BIOS to check the CPU temp, and it read 29C.
 
start, stop? all the way thru windows ? that is not good! check your PSU !
 
what vid card do u have? do u have another PSU to test it? or another fan?
 
hmm with that psu u should be alright, in theory at least, do u have another fan to test it with?
 
ok, upon further inspection it seems that while im in desktop it does the start stop thing, but when I start playing games or stuff that push the cpu, it spins normaly.

It's not the PSU, as the fan is drawing power through the motherboard.

29C is on the low side, I'd say it's normal for automatic fan speed. You should be able to configure it through the BIOS.
 
Yep. I wouldn't worry if the 29C is trustworthy. Do a quick test, put your finger on the heatsink (near the bottom). Is it warm?
 
doesnt feel warm at all.

Im running this on a Antec900 case, and aside from all the fans it comes with, i added 2 extra 120mm fans. so i have 5 120mm fans and 1 200mm fan in the case.

This is normal for some settings. The fan only runs if the CPU is hot enough. Hot is defined in the BIOS - you set the temperature vs speed. If you want it to spin all the time, lower the temperature setting at the bottom end of the temp/speed profile.
