Is my first overclock safe?

Good temps but with that kind of voltage it'd shorten the life of the processor by a bit.
 
Not enough for it to die before he upgrades to something bigger/better.
 
You did not say what you are using to cool the CPU, just make sure you keep a eye on the temperature when Prime95 is running.

Yes. Your CPU voltage is also below 1.5V, so you aren't damaging it. It would be pertinent to see your load temps though, since idle temps aren't really significant.
