Is my CPU too hot?

I have an E8500 CPU, not currently overclocked, that has, I feel, too high of a temperature. I have a Big Typhoon on there, with OCZ Freeze applied and the temps are still hovering around 40-45 C. I'd like to overclock, but tried once (got it to 3.8) and the temps were so high (90-100) I backed off.

Here's my specs:

Enermax Chakra case with 2 120mm fans on the front and back (intake and exhaust respectively)
E8500 w/ Big Typhoon
8800GT KO w/ Accelero 2 with Turbo Module Sleeve

Any ideas? My apartment is kept quite cool most of the time, so it's not ambient heat. The tower is pretty much off by itself on a the desk, so it's not surrounding hardware causing it to get hot. I'm at a loss, and a little disappointed in the cooling devices.

What do you think, too hot?
 
Well 40-45C is not hot but 90 to 100C is hot. Try a lesser overclock than 3.8GHz and also avoid increasing the voltage of the processor.
 
Ok, so the 40-45 is an ok range for idle? I'll try those settings during OC. Thanks!
 
Sorry, I should add that the high temps were under P95 testing, thankfully not idle. So still not great, but not as bad if it was that hot at idle.
 
Wile the Big Typhoon is not the best cooler out there by far it should do better than that with a E8500 at 3.8, I would check to see that it is seated well and that the TIM is spread out nicely. Have you checked to see if the fan is running? What are ambient temps in the room?

100C is the TjMax for the E8500, that is the do not go over temp, meaning the CPU will start to throttle it self. Also, idle temps are useless, only load temps matter.
 
Well, I'm in the mood to upgrade, do you have any recommendations for coolers?

I is seated pretty well, and I haven't checked the TIM again yet. Just applied the new OCZ Freeze today. Ambient temps in the room are around 70 F. I like it pretty cold, plus the apartment complex isn't charging me for utilities right now for some reason. Awesome.

I just ran a torture test for a quick reference, and the highest it got (regular clock) is 48 C. I'm not to unhappy with that.
