Is my card running hot?

I have an evga 7600gt no overclocking at idol the Nview display says it's running at 75C and under load it jumps to 83C. The core slowdown threshold is set to 115C and I haven't figured out how to lower it.

Does this seem like a normal temp for this card?
 
No it seems high.
Is the cards fan clear of dust?
You may need to replace the thermal paste on the GPU.
 
Yeah I took some canned air to it to make sure it was clear of dust. looks like I will be taking the heatsink off and checking the paste. Any specific method I should use to remove the old paste?

Otherwise get some isopropyl alcohol / isopropanol (as pure as possible) - not rubbing alcohol.
If its an assembly that cools the rams chips and other bits as well, it might have thermal tape. The problem I've heard with replacing this is that the original stuff can be quite thick and the usual replacement is thinner (such that it doesn't make good contact after replacing). If so, keep the old thermal tape stuff and just re-do the parts where it has direct contact with the heatsink.
I'd recommend either MX2 or AS5 TIM.
