I have a question. I bought a new video card today plugged it into my PCie slot and also plugged it into my power 16 pin. It's not powering on. What I wanted to know is should the card light up and fans spin even if it's not plugged into the PCIe slot correctly? Shouldn't the power from the power supply power up the card independently if it's not plugged into the pcie express slot correctly? Cuz I was thinking of unboxing it and trying to reseat it but the power is plugged in correctly it's just not turning on the fans or the RGB and my monitors aren't turning on.

I had that happen once at Microcenter before, I bought some card I don't remember what exactly and when I got home it was an ancient HD5850 in the box. A lot of times they don't even look at the returns and just throw it on the shelf I guess.
