is it at all possible to obtain an entire IP ranged used by a specific state in the U.S? If so, how, if not, what is the best that can be done ?

Nope. You can usually get them for a country, but as most national ISPs have a wide array of IP blocks, there is no way to trace them down by physical location.

Now when IPv6 comes around, that becomes a solid...maybe.

...so, no, no state by state deny. IPv6 will change everything, I believe we'll rely heavily, or completely, on DNS. So that is another vote for, maybe.
