Is intel integrated graphics an emulated GPU?

Looking at the size of intel's processors, and their limits in graphics, I'm thinking the integrated graphics is all done in software. I can't find much on the internet, strangely. Anyone here can confirm?

The clue is the word integrated.
ie not software.
 
Only Xeons(SKL-SP etc) got disabled cores. All client parts got their own masks and only separated by cache, HT and additional instruction sets and features.

And to the OP, no emulated GPUs.
