Is changing the CD-ROM Read Speeds possible?

I've got a Samsung SM-348 CDR/DVD combo drive. Is there anyway in windows or firmware to temporarily slow down the drive?

For installing and burning, I'll want it to go as fast as it can, but if I'm playing a video or .mp3 file from a CD - it spins at full speed even though it doesn't need to. It then becomes the loudest thing in the room and adds a lot of white noise to movies or music. I shouldn't have to turn up my speakers just so they can be heard above the CD-Drive.

Anything in windows that I can change? One of my old Pioneer 106s drives had a speed control. :D

Thanks in advance.
