Is a low 12v rail a problem?

I have a OCZ 520W Modstream that shows a 11.79v on the 12v rail. I have read several reviews and this seems to be the normal for this psu. When I try to oc my Opty 175 I have problems keeping the system running at anything above 2.4. Is this a bad psu to use and or should I seriouly get a better one?
 
it could be the psu; however, software voltage monitoring is crap, only way to reliably check the voltage is to use multimeter.
