Is 6970 downclocked?

When I read the review of ATI HD 6990, I found that it performs faster than 6970 X-fire. So is it true that ATI purposely downclocked it so that people buy 6990 instead of 6970 X-Fire? Since 6990 costs 700 bucks and 2 6970 will cost somewhere around 660 bucks
 
hmm which review exactly, I read some reviews and remember that it xfire performs better but eats more power, generates heat.
 
The two 6970s will outperform the 6990 due to their better clockspeeds, at the expense of a higher power consumption due to seperate PCBs, similar to the 5870 vs 5970.

However unlike the 5870 vs 5970 issue, dual 6970s is clearly the superior choice as they cost less than a 6990, whereas a 5970 costs a good deal less than two 5870s.
