irq problem = slow down ??

i have an asus a7v333. i've googled and found that sometimes IRQ resources get assigned to many things and there's a problem with how they're routed on my motherboard. my keyboard and mouse will freeze when i'm in a game....i figured out that it was due to the sound card, but it doesn't matter which PCI slot i put it in...

could that problem lead to a slowdown in the whole computer????

it takes a ridiculously long time to boot up and wont really shut down...it just sits there doing nothing...

any ideas?
