IP Trace Program?

Anyone know of a FREE program that allows you to trace an IP to the city/state/ISP of origin? I've tried tracert in the command prompt but it timed out at the last few hops and was unable to complete. It would be nice to have a nice user friendly program that says where it came from rather than having to decrypt the tracert information. I have used pingplotter before and it is the same thing as tracert except it just runs over and over.
 
If I have AIM open, I can use netstat to see the ip of someone who is harassing me, then use that program to trace their IP if I think it is someone playing a trick on me?
