invalid Win32 application Help!

All exe's get the "invalid Win32 application" error, including msconfig. This only happens in normal mode, not safe mode. What's the deal?
 
Can't install antivirus or do onine scanners.

Any suggestions besides reformatting (very low on time and patience, so i'd prefer not to reformat).
