Internet Explorer won't open windows?

My dad (who knows nothing about computers) has a problem where whenever he clicks on a link from IE that should open in a new window, a blank window opens. If he clicks on a regular link, it does nothing. And if he clicks on a link from an email in Outlook Express, nothing happens either.

I ran Adaware and Spybot Search & Destroy and they cleaned off Gator, GAIN and some toolbars he had on there. What would cause the links to be fubar? Any fixes for it?
