internet explorer 6 problem..

well, i can (shift + left click) on a hyperlink a few hours ago.. but few minutes ago, i can't.. i tried it and the page stays there.. no action done..

to some who may don't know.. (shift + left click) = right click on the hyperlink -> open new window..

i have reinstall my IE, i have restart my com.. (shift + left click) still cannot work.. so anyone has a solution for it?
 
and to add on.. i have this problem..

all my programme.. for example.. the top blue bar of Internet Explorer that shows Microsoft Internet Explorer and the minimize and the X button become so small.. anyway to return to the normal size?
 
As far as the top bar of a window, that's adjusted in the "Display Properties", Appearance section. Active Windows border, etc.
