Internet "cookies" that defy deletion and respawn now?

yea this surfaced a while ago in a few HTML5 /CSS3 articles i read. normal cookies are just a txt file with a few strings of information like the site, user or unique ID. however some programs/sites add info into a cookie database (apparently more prevalent with new CSS3-enabled site features; most regular old html sites only use regular cookies), similar to index.dat, which is not deletable (normally, since the file is always locked by windows for being in use) and doesnt ever get cleared and can reinstate individual cookies that have been deleted.

as a general rule i hate advertising; the more targeted to me it is, the more i dislike it. i really do not like the idea of one site being able to read a database on my computer that contains every other website i ever visited in it.
