Internet Connection Slowness

Mostly noticed playing BF2, my ping goes form ~30, to 500. I check mutliple speeed test sites (Speakeasy, DSLReports) and run a few locations. Now the Seattle mirror for Speakeasy has been crap, but everything else shows me WAY under what im paying for.

I call my ISP, they say its working fine. I check again, and it is. Now my upload is 130KB/s..It should be 768. Anything on my end do you think? I did a Trace Route, and everything looks great, til I hit an ATT Router and it goes from 15ms to 75ms.

This is EVERY server though. I went to a server in LA, same thing, server in WA DC, same thing, server in Seattle, same thing. I do have a Smoothwall Firewall, but I dont think its the problem, otherwise the TR would show it, correct?
 
Do a pathping and see if any of the lines or routers are bad. It's probably just local congestion or over servicing.
