internet connection problem

my gf just got a new comp. the internet connection works at home, but when brought to the apt (internet supplied by apt), it doesnt. It would be connected, but she cant go online or aim. the router being used is airlink. she tried plugging the computer directly into the wall jack, but same problem. under status, the comp would send packets out, but none would be received... any help here? this is the second comp she went through that had the same prob. All the apt comps work perfectly. thanks
 
How do the computers at the apt get their IPs? Are they statically assigned, or dynamic? How does her home IP get assigned?
