International Caling/Video solution

Is there a service/device I could set my parents up where they can call internationally or video chat internationally for cheaper than what the cell phone bill is coming in as? I swear if I have to pay another 300+ bill because of 150 dollars of international calls I'm going to kick a dog (not really).

I know Skype and Acer offer a phone teleconferencing device that could prob. work but I couldnt find alternatives to that. Thanks as always [H]!

Well are you looking for computer to landline, or computer to computer? You might want to look into VOIP services.
 
For ease and cost, I would look setup Skype. PC to PC is free. There is also Google Voice, but I'm not sure about the long distance cost.
