Internal Printer Counter

I don't even know if this is the right forum for this, but here goes.

My brother has an Epson printer (unknown model number), that he uses to print quite a bit with. It recently started giving him an error about the internal print counter being up and the printer is no longer able to be used. It literally will not print anything anymore, even though it worked perfectly fine before this 'counter' went off. Epson sent him a reset program, but it only worked 2 or three times and now the printer, as I said, is basically locked completely. My questions:

Is there a permanent way for a user to reset this counter?

Is this even legal for Epson to do? I mean isn't it like Ford telling me my car has 100,000 miles on it and and I HAVE to buy a new one?
