Interesting power problem, need help 911

I recently assembled a new system for a client and it has a very peculier power problem.
If I turn the system on, then do a normal shut down or use the soft power button to shut it off, then attempt to turn it on again it doesnt power up. Then, if I turn the psu off or unplug it, then try to power it up it works. To clarify, if I shut the computer down and do not completely remove power and let the system sit then when I attempt to turn it on again it doesnt power up. Only after unplugging or turning the psu off will it turn on.

The times when it does start, the harddrive spin and the cdroms are checked but there is no video signal.

I cant figure out what it is, I tried a different video card, I tried a different psu, I disconnected everything but the harddrive and still the problem persists. After a normal shutdown and poweron does not work unless you unplug the psu.

Im thinking its some feature on the motherboard maybe, is there anyway to just disable that green light on the motherboard so it fully shuts off every time?

There might be a short from contact with the metal case.

I'd try taking out the motherboard and placing it on cardboard or foam and seeing if you'll get a post.

This usually fixes any problems I have when I'm not getting posts on a new computer.
 
Its posts, but not after a soft reboot.

I like your idea of a short possability, I think im gonna go pull the board and put antistatic bag underneath.
 
Its not a short, I just ripped the motherboard out and put cardboard underneat and still the same shit.

Is there anyway to get rid of that 5 volt standby, If can get that stupid green light to shutoff on the mobo every shutdown this problem would be solved.
 
Ah, misread your first post.

I'm not sure how to mod a motherboard so that is automatically gets rid of all charge on powerdown (although I'm pretty sure that will void a few warranties).

Is your PSU good? sometimes when you buy those $50 cases from Newegg or some place, they don't choose to put in the highest quality PSU.

The powersupply could be giving "dirty" power. When you turn off the computer, the powersupply may not be discharging correctly (lots of capacitors and inductors in that little box). This could be why you see it only work after you kill all power from the PSU. This gives it a chance for all the stored charge to effectively remove itself from the circuitry. I'd try finding another powersupply and using that. Also make sure that you have ample power. From the quick description of your computer, try to find a PSU with at least 350W.
 
Xrave, you seem to be having difficulty reading. I said in my original post that I tried different psus.

Everything you could possibley have thought of I probably already tried, Im looking for the possability that this mobo has a nuance that I am not familar with.
 
BIOS update. I've seen it before, even on brand new mobo's out of the box (mostly Intel's).

Edit for clarification. Not necessarily that it needs a newer BIOS, just to have the BIOS "reinstalled". Maybe even just try resetting it, but I don't think that ever fixed this when I came across it.
 
Newest bios already installed and I tried resetting it. Maybe I should try re-installing it.
 
I know it's weird, but it was a last ditch effort when I came across this and it worked. The symptoms I was getting was it would power on like all was well but show no video (wasn't onboard). But if I hit reset it would work great. Sure enough though, if I powered it off and then back on again, same thing. So if this isn't your exact issue, it seems related and how could reinstalling the BIOS hurt (knock on wood)?

Edit: Did you mean you have already reinstalled the latest BIOS? If so, is it possible that your motherboard front panel pins arent backwards or something? Try having only power plugged in or something?

Yea...I need to get more sleep before I come into work...
I remembered reading it the first time, but I missed it when I skimmed back over the original post.

As OldPueblo said, I still think it's a crappy PSU. I'd find one that you know outputs a nice clean steady signal and try it.

This problem is ringing a bell for me, but I just can't seem to remember where I've seen this before...
 
Its not a psu error. For some reason if I make SATA AUTO it works, if make it Enhanced the problem returns.
 
Now for some reason windows gets stuck at agp440.sys when i go to safe mode and wont start at all when I go through normally?

Anyone know how to fix this?
