Should the fans be placed on top so that they push air into the heatsink fins or pull air from the fins? Seems better to push......

case fan intakes yes. But I hate Intel WindTunnels, do yourself a favor and get the 60MM->80MM Adapter/converter, and use some 80MM fans, lots quieter. Hell I have two vantec tornado's on a fan controller on my xeons and its quieter :) IWT don't work on my fan controller for some reason too...

OK.... still should the air be pushed or pulled through the heatsink?

temp-wise i have tested many and it doesnt seem to make a difference of over a degree or 2. Personally i keep mine blowing out so my heatsink doesnt get clogged with animal hair/dust. If you reverse it you just have to make sure the sides of the heatsink are brushed/aired off bc thats the only place it draws air from.

I went from having to disassemble my volcano9 blowing towards the CPU from once a month to never when i switched its flow. I simply blew off the sides of the heatsink to allow air to get sucked into the heatsink.
