What is the purpose of Intel Serial GPIO driver? It can be disabled in Device Manager without affecting any USB ports.
 
Probably for serial (i2c, etc) or gpio hardware. It may be needed to access some sensors, or to interface with hardware attached to certain headers on the board. End users generally don't need to worry about them.
