How do I increase the memory usage of this video card from 32mb to 64mb? Is this BIOS controlled strictly or can some special software do it?
 
You cant do anything about that. Does your board have a AGP/PCI-e slot? If so, you can upgrade.
 
Increasing memory size wouldn't do anything, really.

You definitely need a decent video card.
