I heard from a friend that with the new intel dual core cpus windows gets registered to the cpu or something strange like that. I was wondering if this is true. He says he saw a piece on CNN about it. So I don't know I tried looking for it but didnt pull up anything. Just wondering if any of you have heard about it or have any info on it.

Not true. The only things to worry about are DRM and trusted computer platforms. The new Pentium D and the new Intel chipsets will offer Digital Rights Management features for things such as music downloading and movie downloading, and possible stop downloading of 'unauthorized' music and movies. Trusted Computing platforms is a motherboard feature that is more for security, but can be used for things like monitoring downloads.

It does have DRM (digital rights management) on the hardware level. As for XP being registered to the CPU... not sure about that. That would sure piss somebody off if they wanted to upgrade their CPU wouldnt it?
