intel CPU temperatures

From socket 478 (Pentium 4) to socket 1150, have cpu's been designed to handle more heat or have they always ran around the temperatures they do now?
 
I believe they are now designed to run hotter. I mean the max temps used to be around 80C now it is around 100C. Or am I wrong?
