Intel 521 and 531 Procs ?

Ok, so I am spec'ing a computer on Dell's website and I stumble across the Intel Pentium 4 521 2.8Ghz proc which is $50 more then the 531 3.0Ghz.

WHY does the 2.8ghz cost significantly more then the 3.0ghz?????
 
i checked intel site but they dont have any technical explanation

No reason. There might be a promotion on the 531 for that configuration or Dell messed up somewhere.
