Integrated Video Problem?

Hi everyone. I've just spent the afternoon putting together a computer for my stepmom. She doesn't do much of anything besides surf the web, email, and office work, so I figured I'd try to save her some money and order a motherboard with integrated graphics. The system specs are as follows:

CPU: AMD Sempron 2300+ (Retail box)
Mobo: Shuttle MK40VN (Via KM400 chipset)
RAM: 512MB Mushkin PC2700
HDD: WD 80 gig
CDRW: Asus 52x
Case: Antec w/350 watt PS


I have everything assembled, but when I power on the system, it won't POST and also won't give me any visual display on the monitor. What could the problem here be? I don't think its the CPU, because the system wouldn't power on at all, would it? Could the RAM be bad? I have some DDR availiable over at my mom's that I can test later on tonight or tomorrow. I was thinking it might be the integrated video processor, but might there be a step earlier on in the POST process holding the VPU back from turning on and displaying info to me? Any feedback you guys can provide would be much appreciated.
 
That sort of problem is normally RAM, CPU or a shorting problem. When you say you power on, do the fans spin and the LEDs light up? If so you should check that the motherboard isn't short-circuiting with the case.
 
The LEDs do light up. How would I be able to tell if it's a short-circuiting problem? I have the motherboard up on its standoffs. Would there be another way for it to short-circuit with the case?

It could be the standoffs making contact with the mobo and then to the case. The best way to test it would be to remove the motherboard with CPU/RAM/power supply attached from the case, put it on a static-free area (a bench, or the anti-static bag that came with the mobo), connect the monitor and turn the computer on (by shorting the pins that attach to the power button with a pen or screwdriver). If it doesn't post, you have a motherboard or CPU or RAM problem. If it does, it is a shorting problem and you should take a look at the case.
 
I was able to test the board outside the case. No go. So I brought everything over to my mom's and tested the CPU and RAM in my own Socket A motherboard. Both of those work fine, so I figure the mobo must be the problem. I just got a RMA# from Newegg a few minutes ago. Thank you for the help, though.
