installing windows 95 on vmware (or vpc)

heres my situation, i've got a game from 1999 that i wish to play, yet it (obviously) doesnt work on windows xp, so i went into my closet and found my windows 98se cd. i ripped it into an iso, and then booted from it within a virtual pc (tried both on vmware as well as microsoft virtual pc) yet both times when i try and run setup.exe, it runs scandisk, and then after that it says 'Windows setup requires 7340034 bytes... press enter to continue'
i press enter and it takes me back to the command prompt.
i even tried setting up the virtual hard drive to allocate all of the space in the begining (i made it 3gb) but it still wouldnt work.
any ideas?

Boot DOS on the same VHD and format the drive.
Then re-run setup.

run fdisk to allocate a partition on the virtual hard drive for windows, then reboot the virtual machine from the cd.

Next, format the virtual hard disk, then run setup.

ive already done this, i run fdisk and my partition table looks like this:
partition: C: 1
status: A
Type: Pri DOS
Volume label:
Mbytes: 3071
System: UNKNOWN
Usage: 100%
