can this be done and if so how does one attach a tec cooler to an R120?

You'll need... A TEC rated for 2x the output power of your CPU (a conroe at 3ghz should use around a 250w TEC). Make sure to get a "potted" tec to prevent lots of condensation INSIDE the TEC. Make sure the TEC is the same size as the waterblock.
You'll also need a block of copper the same size as the base of the waterblock... It should be 2-3mm thick.
Thermally epoxy the HOT side of the TEC to the waterblock and epoxy the copper block to the cold side.
Lots and LOTS of insulation and use either a dielectric grease, or a conformal coating on the board to prevent your board from frying.
You'll probably need another radiator to handle the heat of a TEC though ^o)
Please be advised that you will void the warranty on your motherboard by using a TEC, as you'll need to spray something on it to prevent condensation.
