I began installing patch panel in my rack cabinet, but am not sure if I should leave cables a bit longer, in case something is wrong with termination, or just terminate them as short as possible?

Always leave them longer. You can alway cut back..........you can't add unless you splice/extend, which is a bad idea. My 2nd house, I was lucky enough to be able to install conduit which made it a moot point. Didn't have that luxury on my current house so I left plenty of extra.

You are talking about network cabling? If so just leave space an extra foot or so will not affect performance.

It's not easy to keep the balance between propper cable management and leaving room for changes. About 30cm/1ft extra should be enough. It does depend on the density though. I have seen cable ducts tear themselves apart because of those "10Cm extra cable" that keeps piling up.

If it's for home use, don't bother, leave 30cm extra and tie it up nicely.

Don't forget to make pictures when you're finished ;).
