How do you guys install new blocks or replace rads/res in a working system? do you use clips to shutoff that part of the setup? or do you drain the sytem?

I drain. Matter of fact, I swapped CPU blocks about two hours ago. :) Upgrades and additions are a convenient time to flush out any badness lurking in the water, refresh the anti-corrosives, switch to a different color dye.

Actually, I sorta drained. I did clamp the tubes to the rad. That way when I unmounted the CPU block and pulled the tubing of it, the reservoir wouldn't overflow with the water that would have been liberated from the rad.

Nobody else has ever changed a part in a watercooling setup? I find that hard to believe.

I myself just drain , though I guess it could really depend on what you want to try and do. I'm can be a klutz sometimes so I'd rather just be safe then sorry.

I had my hoses on my cascade backwards some how and i clamped the hoses and swapped them

I drain. Replacing a block in the setup is a good time to check up on the whole system.
