1. There are some Apple computers at work.
2. Generally support does not touch those systems. However, 10.9 upgrade has been made available for a while. End users request to follow, so support chose one for 10.9
3. Upgrade done. Seems OK.

4. However, OS updates now go through App Store. And App Store demands to know credit card number. As this is a work computer, not a personal-owned equipment, at work also does not issue company credit card, stuck on this stage

6. I understand there are various discussions about apple id without credit card on the Internet. This does not apply as the App Store insists on having a credit card before allowing the OS updates to proceed.

Question
1. Any known generally accepted workaround?
2. Is it possible to download and patch updates manually? Specific pointer?

Not a perfect solution, but doesn't iTunes/App Store allow you the option to use an iTunes Gift Card instead of a credit card? Pick up a cheap one, create a company account, and use that card for it.

Indeed a perfectly sensible suggestion. Unfortunately this option is not available locally. I am not in the US. (SE Asia area). Local authorized Apple Premium Retail Stores do not offer gift cards. I checked with multiple local retail stores and none of them offer gift cards.

The local Apple Web Store also does not offer gift card as an option.

I am hoping Apple can at least make the service pack point release as standalone download and patch independently (no need to go through App Store for patching). For example, say 10.9.1 update, or 10.9.2 update, misc. However, I can see Apple is also patching other items through App Store as well, i.e. iPhoto, iMovie in the App Store Updates Message. Not sure about the best way forward in this local scenario. Separately, download size also somewhat demanding, For example, iPhoto update takes 1GByte+ and iMovie update nearing 2GByte.

Take it up with your managers/etc.

They should have an account setup for this purpose, does not even have to cost them anything.
 
You manage this through VPP with Mavericks:

Make one Apple ID for your business, assign Mavericks updates and updates to the core apps (iLife, iWork, etc.) to it and then deploy the profile to all the machines. Those apps will now update without the user supplying Apple ID credentials. If you want to avoid doing many downloads, set up an OS X update caching server locally so the updates are only downloaded once and then applied to all the managed systems across your network.

2. I understand overall it is probably due to several factors, and delicate.

3. At the moment, it appears Apple only wants user with credit card and fast Internet pipe. I personally can certainly understand the basic reasoning,. However, it appears there are indeed users who do not meet the definition, but want to use Apple product. Guess it requires a better combination.
