Input lag simulation?

Is there a software out there which simulates input lag?

I currently own a TN, but i want to upgrade to a 24'' monitor and i am having problems deciding whether i should go with a 24'' TN that won't give me any input lag problems or a H-IPS like the LP2475W that has some input lag but is way better in image quality.

It does not make sense.
A simulator may work incorrectly and requires a CRT.
Even if it is correct and a CRT is used, it helps little. You don't know what lag your new monitor will have on your system.
You even don't know what lag you have now.
Furthermore, H-IPS monitors may have less input lag than TNs.
