In the past, I have seen many questions to the effect of "Why can't the UPS driver just leave my package?" I will do my best to answer these questions.

DISCLAIMER: These statements are offered as general advice for informational purposes only. I do not represent UPS in any official capacity, and any statement that a UPS official makes will supersede anything I say here. A delivery attempt record left by the UPS driver when a delivery attempt is made will have a customer service number to contact should you have questions on a particular case.
When a signature is required:
A) Packages delivered to a business must be signed for.
B) Deliveries to multi-family dwellings (apartments, condos, etc) must be signed for.
C) Packages that are identified by the shipper as high value, or are obvious high value items (computers, jewelry, etc) must be signed for.
When a driver release may be made:
A) There is an out-of-sight and out of the weather location to safely leave the package.
B) The package is being delivered to a single family dwelling with a private entrance.
C) A neighbor may sign for and hold a package that requires a signature in an area populated with single family homes.
It is against UPS policy to leave packages with apartment managers, etc.
