INF Error

Greetings to all,
I am getting this 'INF Error' every time I try to
install a new ATI video driver. I am following about four
different methods I have found to install them, all to no
avail. I also keep getting a 'Setup was unable to
complete the installation. Try to setup your display
adapter with a standard VGA driver before running setup.'
error message. My understanding is that once you remove
the ATI driver, the computer automatically reverts to VGA,
so why would I need to install it?
I've been all through the Microsoft Knowledge Base
articles and found no help there. Who can help me here?

I also tried the new 6.9s

I have the x1950xtx...
 
Boot to safe mode, run driver cleaner, restart normally and install latest drivers
