Incoming connections fail, outgoing works fine, no firewall

Just as it says, one of my machines (which I want to use as a game host) will refuse all incoming connections (specifically, tcp, icmp, ), and yet works fine whenever it is in a client situation. All network adapters have been uninstalled and reinstalled(including firewire, which I just ended up turning off the controller), to no avail. This problem has been persistent through several windows installations. Any ideas? Would hardware failure account for this? even though outgoing tcp connections are bidirectional anyway?
 
What kind of hardware and OS are you running? Are you running WinXP with an NForce mobo? Is so, perhaps during the install of the network drivers you installed the NVIDIA Firewall (not related to windows firewall)? Just a thought.
