Hey [H],
I'm an art director at an AD agency and one of my many hats is 3d modeller and motion graphics. We need to build an inhouse solution for rendering 3d stills and animations and videos from AE.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Rendering 3d and 2d Animations/Stills (3dsmax, C4D, Houdini, After Effects)

2) What's your budget? Are tax and shipping included?
$4000 T&S not included
3) Which country do you live in? If the U.S, please tell us the state and city if possible.
Lebanon Beirut. But we have a supplier that provides us with the items.
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.

CPU , GPU, MB, RAMs, Case, Cooling Solution,
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
6) Will you be overclocking?
No
7) What is the max resolution of your monitor? What size is it?
not required
8) When do you plan on building/buying the PC?
ASAP
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
As long as its usable as a standalone workstation.

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?
No

What do your current workstations look like? How familiar are you with DBR?

Distributed computing / setting up a home render farm is pretty far from my forte, sadly.
Our 3d guys at work use a cluster of these for their rendering needs. (I recommended the rackmount version, but they insisted on the goofy form factor versions. w/e.) I don't know anything about the software configuration though.

How long are things taking to render right now? Would you be better off just building out better workstations for everyone and rendering locally? I've been pleasantly surprised by my 5+ year old L5520's for rendering tasks.
Have you looked at GPU Rendering software?

Is your current bottleneck straight up CPU? What type of infrastructure do you have? Do you have a fast NAS/SAN as a shared resource point for distributed renders?

The Distributed Computing part of this forum might be able to help more, as can the Digital Artwerk section. You're more likely to run into folks who have run into this kinda thing over there.

Do you have a server closet? Have you considered something like this?
That'd help logistics tremendously over having a bunch of whiteboxes cluttering up a backroom.
Or are you intending on using these render machines as workstations?
Do you have a virtualized backend? You might be able to spin up VMs for rendering purposes.
I have two Ubuntu VMs (one per hypervisor) that have access to 14-cores/20GB memory for rendering in Blender, and they work wonderfully.
